AN ACT TO PROHIBIT SCHOOL DISTRICTS FROM CONDITIONING A MIDDLE SCHOOL STUDENT'S PROMOTION TO THE NEXT GRADE UPON THE STUDENT'S SUCCESSFUL COMPLETION OF A COURSE IN READING INSTRUCTION DURING SUMMER SCHOOL; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. A school district shall not allow any student in fourth through eighth grades who has failed to achieve a satisfactory score in the student's reading course to participate in a summer school reading course as a condition for the student's promotion to the next grade. Any student may enroll in a summer school reading course; however, the successful completion of the summer school reading course by a student who has failed to achieve a satisfactory score in reading during the previous school year shall not entitle that student to promotion to the next grade.

SECTION 2. This act shall take effect and be in force from and after July 1, 1999.
